AIM
The Moot
Parliament
Programme (MPP)
aims to impart
to Secondary 3
and 4 pupils
knowledge,
skills and
values that
would help them
develop an
interest in
active
citizenry. MPP
is designed to
give
participants
hands-on
exposure to the
process of
parliamentary
legislation,
more
specifically to
the process of
discussing,
proposing,
researching,
writing,
debating and
passing bills in
Singapore
parliamentary
style.
OBJECTIVES
It is intended that through MPP, participants
-
acquire sound
basic knowledge
of the workings
of the
legislative
government in
Singapore; and
understand the
importance and
functions of
parliament in a
democratic
system;
-
develop an
awareness of the
formal
procedures and
skills required
for civic
action;
-
develop the
ability to
analyse
community issues
and concerns
objectively,
from an informed
perspective
(including
consciousness of
constraints);
-
develop a sense
of
responsibility
for civic
participation
for the greater
good.
PROGRAMME DESCRIPTION
The GEP Moot
Parliament (MP)
Project was piloted
in 2003. The Moot
Parliament Programme
(MPP) is offered as
an enrichment
programme in the
Secondary GEP
curriculum in 2004.
It was
conceptualised as a
multi-disciplinary
enrichment programme
incorporating the
following subjects
in the upper
secondary
curriculum: Social
Studies, Civics and
Moral Education,
English Language and
the Individualised
Research Study.
There are 2 levels
of participation:
the first level is
designed to involve
all Secondary 3 and
4 IP pupils in
activities that take
place from January
to August. These
activities include
attending an
Introductory Lecture
on the parliamentary
process of
law-making, visits
to Parliament House,
the First Reading of
proposed bills in
school, class
discussion of issues
featured in proposed
bills, participation
in an e-forum on
proposed bills,
select attendance at
MP Debates,
including a
ceremonial role-play
at Parliament House.
The second level of
participation
involves MPP teams
(of 6 students) in
research on a social
issue of their
choice, bill
drafting and
parliamentary-style
debating. This
second level of
participation is
intensive and
therefore qualifies
as an Individualised
Study Option for the
participants.

Gifted Education
Branch, Ministry of
Education and the
Parliamentary
Education
Department,
Parliament of
Singapore
